The former Ajax midfielder was on loan at Porto but had been banished to the B team after disciplinary issues and had no chance of returning to the first-team.
Porto have agreed to end his deal early and that has allowed Utrecht to swoop for the 22-year-old, who will spend six months in the Cathedral City.
Bazoer reportedly had plenty of options in other leagues but was charmed by the idea of a return to the Eredivisie and will look to get his career back on track under Dick Advocaat.
Utrecht have no option to buy the midfielder at the end of the deal. He will return to Wolfsburg in the summer.
